Five-Year Capital Planning Process Purpose

The Five-Year Capital Plan will address the indoor and outdoor facility and maintenance needs and the related financing at the four District facilities – Libertyville High School, Vernon Hills High School, The District Office and Brainerd.  The goal is to ensure an optimal learning and working environment for District students, community members and staff. 

Charge

  1. Evaluate District facilities in light of the current and future needs required by the District Mission Statement, the academic and extra curricular program, the community education program and related administrative and support staff requirements.
  2. Consider the long-term infrastructure, life-safety, security and technology needs at each facility.
  3. Examine the various methods of financing needed improvements.
  4. Identify options to be considered by the District 128 School Board in the final development of a five-year capital plan.

Process Parameters

  1. Current high school boundaries and choice zone are to be maintained.
  2. Capital Projects will be accomplished in a quality, yet cost-effective manner.
  3. The Kasarda Report – 2001 will be the basis for District enrollment projections.

    2.       Responsibilities    
   
  • Clearly define the capital issues challenging the District (Charge statements #1 & #2)
  • Develop the process strategy in line with the School Board purpose/charge/parameters
  • Work with the Co-Chairs of the Facilities Task Force to plan agendas, meetings times and locations, etc.
  • Communicate to the School Board regarding the process
  • Prepare final report including options to the School Board based upon input from the Facilities Task Force.

  • 2 Community Co-Chairpersons (appointed by the Board President)
  • 2 School Board Members (appointed by the Board President)
  • 4 Administrators (appointed by the Superintendent)
  • 2 Teacher Representatives (one from each high school, appointed by the Union President)
  • 2 Support Staff Representatives (one from each high school appointed by the ESP Advisory Group)
  • 4 Village Representatives (One from each Village appointed by the Mayors of Green Oaks, Libertyville, Mundelein and Vernon Hills)
  • Community Volunteers (citizens who volunteered during the spring/summer of 2001)
  • LHS/VHHS student body representatives (appointed by the Student Council Executive Committees)
  • Additional staff/community members to provide selected expertise (appointed by the Co-Chairs)
    2.       Responsibilities    
   
  • Study and provide feedback on capital planning issues as defined by the Needs Assessment/Facilitation Committee (Charge statement #3)
  • Assess ideas and opinions from the community
  • Identify options/directions to be utilized by the Needs Assessment/Facilitation Committee in preparing its final report to the School Board (Charge statement #4)
